系統科學視野中的高等教育強國

Building a Strong Higher Education Country from the View of System Science

任何一个国家的高等教育都可以看成是一个相对独立的系统，因而也就可以或者说能够从结构和功能两个最基本的维度透视高等教育强国的内外部规定性。从系统科学的视角看，高等教育强国本质地表征为结构优化与功能耦合有机统一的高等教育系统，其中结构优化是高等教育强国的内部规定性，功能耦合是高等教育强国的外部规定性。

The higher education system in each country can be seen as a relatively independent one， and hence can or will review internal and external determination of a strong higher education country from two most basic dimensions──structure and function. From the perspective of System Science， a strong higher education country is essentially characterized by its structural optimization and functional incorporation. And structural optimization is the internal determination while functional incorporation is the external determination of a strong higher education country.
