Incentive and responsibilities：the Structure in the Change of Higher Education

OECD2002年高等教育学术研讨会主要议题：（1）以人为本：全球对高等教育系统关注重点的变迁与发展；（2）胡罗卜与大棒：国家政策与院校行为互动的发展趋势；（3）大学跨国化与学术理想：国际教育市场的竞争与合作；（4）人力资源的个体开发：大学职业路径与激励机制；（5）院校个性：今天我们如何管理大学。

Based on the author’s experience at the OECD 2002 Higher Education Conference and the papers presented at the conference， the article gives an overall review on the conference which centers around five themes as the following：（1）Humanism：the shift and the development of global emphasis on higher educational system；（2）Carrot and stick：the developing trend of the interaction between governmental policy and institutional behavior；（3）The transnational of universities and the academic ideal；incentives and co─operations of international education market；（4）The individual development of human resource：career path and incentive mechanism；（5）Institutional identify：how we should run an university nowadays.
