中文摘要 | 面對中央教育法規頻緊更送頻繁與學校法規適用之問題,臺北市政府教育局成立「臺北市ACT行政規章工作組」,以協助法規修訂並提升法規適用性。本文以此工作組為個案,選擇政策支持方案理論與中介組織理論為框架基礎,採個案研究法透過訪談、文件分析與觀察,探討其角色、功能及其與教育局間之支持互動機制。本文發現此小組同時扮演教育法規執行者、制定支持者與現場協作者,兼具知識轉譯、促進溝通、影響政策制定、管理資源及能力建置之功能。然,其政策追蹤與回顧機制可再強化、資源和獨立性受政策制定者限制、資訊透明度偏低,且成員參與仰賴內在動機。綜上,本文建議此小組強化政策追蹤與回顧功能,提升資訊公開度,並引入外部資源,以利促進組織效能。 |
英文摘要 | Faced with frequent changes in education regulations from the cen¬tral government and problems in school’s application of the education regulations, the Department of Education, Taipei City Government, es¬tablished the“Taipei City Administrative Rules Working Group-ACT“to assist in revising regulations and improving their applicability. This study took this working group as a case, using policy support program theory and intermediary organization theory as the framework, adopt¬ing a case study method, and conducting interviews, document analysis and observation to explore its roles, functions, and supportive interaction mechanisms with the Department of Education. This study found that the group plays the roles of executors, formulators and on-site collabora¬tors of educational regulations, and it has five major functions, including knowledge translation, promoting communication, influencing policy de¬sign, managing resources, and enhancing capabilities. However, its policy tracking and review mechanism can be further strengthened, resources and independence are limited by policymakers, information transparen¬cy is low, and member participation mainly relies on intrinsic motivation. To sum up, the study suggests that the team strengthen policy tracking and review functions, increase information disclosure, and introduce ex¬ternal resources to promote its effectiveness. |
