本文将主要介绍人才迁移的定义及其成为议题的历史背景，在此基础上，介绍人才迁移的促成因素、人才输出国与接受国在经济上的成本与收益的分析以及相关的政策建议。随着中国经济的强劲发展，中国终能够在国际间的人才迁移中受益。

This article opens with a discussion of the definition of educated workers migration and the historical background of this issue. On this basis， the article (1) elucidates the causes of this migration， (2) analyses the economic cost and benefits of both export and recipient countries incurred in educated workers migration and (3) provided policy recommendations. It is argued that with the development of China’s economy， China will benefit from international migration of educated workers sooner or later.
