关于《教育杂志》的创办动机，一种较为普遍的说法是商务印书馆为推销教科书而创办的。然而，这种理解过于简单化和庸俗化。无论是从当时商务印书馆教科书出版发行的情况看，还是从《教育杂志》的实际内容以及期刊在商务印书馆出版业的地位等方面看，这种观点都是不能成立的。真正理解《教育杂志》的创办动机，还要从当事人张元济和陆费逵的教育理想，特别是从商务的出版宗旨和文化追求分析。”研究教育，改良学务”既是其办刊宗旨，也是创办《教育杂志》的直接动因。从更深层次说，践行”以扶助教育为己任”的诺言，开发民智，提高民众文化素质，图国家强大，才是创办《教育杂志》的真正动机。

It is generally believed that the publication of The Chinese Educational Review by the Shanghai Commercial Press was to promote its selling of textbooks. But such an understanding is too simple and vulgar. It is not well grounded when the publication of textbooks by the Press at that time， the content of the periodical and its status in the publications of the Press are considered. To understand the intention of its publication， it is necessary to analyze the education ideal of Zhang Yuanji and Lufei Kui， especially the purpose of its publication and the cultural pursuit of the Press. This paper concludes that the direct intention of starting the periodical was to explore and reform education. And the intention behind it is to live up to the word of taking education development as one’s responsibility；to develop people’s intelligence to improve the cultural quality of the nation and to strengthen our country.
