课程是由什么决定的?这是课程论必须回答的基本理论问题之一。这个问题的实质在于，揭示和说明决定、制约课程生长发展的根本力量是什么。这一问题的不同表达和衍生出来的问题还有：课程的各种发展变化是在什么力量的作用下产生？课程所表现出来的千姿百态源于何处？课程论多种多样的流派又是如何产生的？围绕这些问题的有关讨论构成了课程论的重要组成部分。

Many of the past curriculum studies paid much attention to the external influences on curriculum. In fact， it was at the beginning of its development， curriculum possessed its independence On the one hand， curriculum is always conditioned to specific historical circumstances and various external influences; on the other hand， curriculum always keeps its own traits and has its own life and its own special law of development. Through examining the long history and change and development in curriculum， the author thinks that there are some basic relations within curriculum， and specific forms and types of curriculum depend on the extent to which people know these basic relations. Different approaches to curriculum reflect the different concepts of， different attitudes to these basic relations.
