A Study on the Design of Teacher License Renewal System for Elementary and Secondary Schools in Taiwan
Improving the quality of education by enhancing teacher’s professional knowledge and abilities had become key issues of teacher education around the world. Through the promotion of teacher’s license renewal system, it is beneficial to teachers’ professional learning, to enhance their professional competence and to establish their professional status. Based on the experience of relevant professional organizations in Taiwan and the teacher’s license renewal system in United States and Japan, this paper proposes the following six suggestions for the design of teacher renewal system, including: (1) The teacher license renewal system requires legal basis. (2) The valid period of teacher’s license should be six years. (3) The renewal system should be issued with a teacher’s work license and be administered by the local educational administrative organization. (4) The adoption program of teacher’s license renewal is mainly focused on teacher professional development. (5) It’s better to earn professional development 120 points based on a variety of professional learning activities in the renewal system. (6) To give the exemption or postponement of license renewal to meet the special needs of teachers.
