高級中等學校免試入學制度實施成效及未來改進之研究

A Study on Effect Assessments and Further Improvements of the “Examination Free Admission System” for Attending Senior High Schools in Taiwan

本研究旨在探討高級中等學校免試入學制度之實施成效、遭遇問題及未來改進策略。研究方法以問卷調查法為主，焦點團體座談為輔，問卷內容分為「實施成效」、「面臨問題」及「未來改進」三個向度，調查對象為國民中學與高級中學之教師及家長，共發放3,600份問卷，回收率為80.14%。主要研究結論為：一、實施成效最高者為國中學生能就近升學至高中職或五專；二、面臨問題最高者為超額比序項目繁瑣；三、未來最需改進者為提供更加透明完整的國中教育會考成績資訊；四、不同教師和家長背景對於高級中等學校免試入學制度的實施成效看法有顯著差異。根據上述結論，本研究提出短、中、長程等六項建議，作為改進高級中等學校免試入學制度之參考。

The purpose of this study was to explore the effects, issues of the“examination free admission system” for attending senior high schools in Taiwan as well as strategies of improving this system. Methods of this study were taken as questionnaire and focus-group discussions. Questionnaire was divided into 3 parts which were the “implementation effects”, “facing issues”, and “future improvements” of this examination free admission system. In this study, questionnaire delivered 3,600 teachers and parents of junior high schools and senior high schools and the response rate was 80.14%. The conclusions were summarized as follows: 1. The most effective implementation results of examination free admission system for attending senior high school was junior high school students can enroll nearby senior high schools. 2. The very facing issue of examination free admission system for attending senior high school was rules of ranking-comparing over school capacity is cumbersome. 3. The most one on the future improvement of examination free admission system for attending senior high school was to “provide information of students’ academic records on the comprehensive assessment program for junior high school students more clearly and fully”. 4. There are significant differences in the effectiveness of the implementation of the examination free admission system for senior high schools in different backgrounds of teachers and parents. Based on the above conclusions, 6 recommendations were presented for enhancing the examination free admission system for senior high schools in Taiwan.
