A Study on Educational Equity Indicators and Policies in European Union

本研究在說明歐盟近年來所建構的教育制度公平指標，以及其後續在教育政策與各級各類教育制度的發展，並闡釋在指標、政策與制度中的教育公平理念與意義。歐洲聯盟在2005年所公布的《歐洲教育制度中的公平指標》，不僅開啟了有關教育正義的論辯，也提供各國教育制度中對於公平的測量與比較，並作為教育政策決策者的資訊工具，歐洲聯盟相關教育政策的形成以及制度推動皆據此基調繼續發展。此教育公平理念是一種對以往教育機會均等理念的超越。亦即由傳統以J. Rawls為基礎資源分配之正義概念，轉向以A. Sen能力取向的正義理念。歐洲聯盟教育公平指標、教育政策與各級各類教育制度所欲展現的教育公平理念，結合了傳統資源分配取向之正義理論以及晚近能力取向之正義理念，其不只是著重教育內容或教育過程中的資源均等分配問題，更能深入檢視個別學生之能力、意願、努力等成果及其生涯發展之多樣性。

This article explores “Equity of the European Educational Systems: A set of indicators” and analyzes the significance in the educational policies and educational systems of European Union. Equity indicators of the European educational systems introduces the debates of educational justice issues on one hand, and provides reference framework of international comparison and educational policy-making on the other. Educational equity, transcending traditional idea of equality and combining Justice theory of J. Rawls and A. Sen, not only focuses on the resource distribution in the education contents or processes, but also identifies individual capability, will-ness and effort and respects the diversity of career development.
