法國2017年《高等教育及研究白皮書》對臺灣人才培育政策之啟示

The Policy Implication of the French White Paper on Higher Education and Research

依據2013年頒布實施的《高等教育暨研究法》，法國政府每五年需以白皮書形式向國民議會和參議院提出國家高等教育及研究策略，法國第一本《高等教育及研究白皮書》於2017年1月提交，該白皮書定義法國未來十年在高等教育和研究領域的發展策略，並說明推動原則、投入資源及成效評估方式。本文擬介紹白皮書中之「國家高等教育策略」，其中包括五個主軸策略、三大槓桿及40個建立學習型社會的建議，並評析法國「國家高等教育策略」對臺灣人才培育政策之啟示。

According to the “Higher Education and Research Law” promulgated in 2013, the French government must submit its national higher education and research strategies to the National Assembly and the Senate in a white paper every five years. The first White Paper on Higher Education and Research in France was submitted in January 2017; which defines France’s strategic plan in the field of higher education and research over the next 10 years and describes the implementation procedures, funding resources and evaluation measures. This paper aims to introduce the “National Strategy for Higher Education” in the aforementioned White Paper, which includes five major strategies, three major levers and 40 proposals for establishing a learning society. It also analyzes the implications of France’s “National Higher Education Strategy” on Taiwan’s talent cultivation policy.
