台灣高等教育評鑑發展與評析

A Study of Taiwan Higher Education Evaluation Development

台灣高等教育發展多由政府控管，但因高等教育機構數量在政策的引導下近20年來快速擴充，又因少子女化與國際化之趨勢，使高等教育供過於求，一方面稀釋教育資源，另一方面也影響各校辦學品質。值此之時，如何確保高等教育的辦學品質已成為教育主管機關的當務之急。本研究為了解台灣高等教育評鑑發展的期程，採用文獻探討法，運用政府與評鑑機構所公布的高等教育資料，分別探討高等教育發展期程、高等教育評鑑政策與專業評鑑機構的沿革，進一步細究台灣高等教育評鑑期程之發展，並探究其轉變的依據，最後提出本研究之建議。

Higher education evaluation has become the main way of assessing the quality of higher education in Taiwan due to the rapidly increasing numbers of higher education institutions during the last two decades. This article uses document review to explore the higher education evaluation development and studies its connection with higher education development stages and the rational of the transition. It is suggested that the higher education evaluation development from external evaluation to internal evaluation should be more considerate and evidence-based.
