中文摘要 | 催生與發展公民社會一直是社區大學重要的使命,尤其高雄縣、市合併後,隨著高雄市的版圖擴大,5所社區大學就現有的社會網絡與信任關係之重建基礎,在培養公民素養面向有哪些著力之處?本研究從網絡連結的觀點,援引國際學習城市「夥伴與資源」與「環境與公民資質」兩項指標,採參與式行動研究方法,分析研究者為高雄市5所社區大學規劃之12週的「高雄在地生活願景想像與行動─課程規劃工作坊」歷程,進而提出社區大學在城市範疇中推動網絡連結的機會與困境。研究發現,本工作坊呈現五項特色,包括:時機與清楚的需求、廣泛基礎的參與、來自高層與主管承諾的參與、克服不信任和懷疑,以及擴展至更寬廣層面的關注。以網絡連結作為開展社區大學推動公民社會的可能進展包括四個階段:從社區大學工作者開始,形成共學社群、展開共同課題的發起與協作,進而影響社區大學組織文化,最後朝向落實民主學校的校園生活方式,而達到促進公民社會的終極目標。最後,本研究針對社區大學之間建立夥伴關係與網絡連結提出五項建議與三項挑戰。 |
英文摘要 | Advocating civil society is one of the important missions of a Community University. After the municipal consolidation of Kaohsiung City and Kaohsiung County, what can the Community University contribute toward fostering active citizenship, based on its social networks and relationships of trust? This paper stands from the viewpoint of networking, using “partnerships and resources” and “environment and citizenship” of Learning City as indicators to investigate the process of a 12-week curriculum design workshop called “imagination and action of local living visioning”, and identify the possibilities and challenges of Community University to promote civil society in the regional context. The study found fi ve characteristics of the workshop, that is, timing and clear demands, broad participation, support and commitment from executive leaders, overcome distrust and skepticism, and other boarder concerns. Furthermore, the possible route for Community University to promote civil society can be detailed in four steps. The study ends with proposing five recommendations and three challenges with regard to building inter-institutional partnerships and networking. |
