中文摘要 | 臺灣高等教育的急速擴張,在面臨少子女化的趨勢下,大學未來都將面對生源不足的問題。大學面臨生源不足,將產生財務危機、整併退場、教師遭解聘、學生被迫轉校安置等相關問題。教育部於今(2015)年提出高等教育創新轉型方案,希望透過高階人才躍升、退場學校輔導、學校典範重塑、大學合作合併等四大執行策略,以解決少子女化的高等教育危機。研究者提出從擴大生源、創新轉型、整併互利及退場輔導四個面向提出因應策略,並提出四個建議供各界參考,以提升我國高等教育品質、善用高階人才與活化校園資源及空間之目標。 |
英文摘要 | Though the scale of higher education institutes has grown, universities in Taiwan are forced to meet the challenge of insufficient enrollment due to the trend of low birth rate. Now the cruel phenomena emerging among lots of higher education institutes, such as shortage of enrollment, financial crisis, merging or alliance, redundant faculty, and students reluctant transferring. Ministry of Education launched serial of initiatives in 2015, upgrading talents nurturing, supervising fading universities, role modeling universities, and universities merging and alliance, to improve the harsh situation. This study demonstrates the track of the above development and come to four conclusions as the strategies for the challenge. They are extending the enrollment from overseas, innovative transformation, mutual beneficial merging and alliance, active supervision of fading higher education institutes. |
