A Study on the Implementation of an “Aim for Top University Project” Subsidy Recipient University in Taiwan from the Perspective of the Faculty

本研究以一所獲得頂尖大學計畫經費補助的學校為例，從大學教師的觀點探討及分析邁向頂尖大學計畫的推動及執行方式。為達成研究目的，本研究採用質性研究的方法，以隨機取樣方式並採用電子開放答題問卷方式進行大學教師的意見調查，並使用不斷分析比較法進行資料的分析。研究結果萃取出「國際接軌與交流」與「產學合作之獎勵與配套措施」兩個主要範疇。在「國際接軌與交流」範疇面向，填答教師期望透過教授與學生之研修、招攬國際人才、參與國際研討會、電子資料庫的整合與擴充等方式，以厚植人力資源，且強化國際學術界之能見度，並打造國際化環境以推動學校與國際接軌。而在「產學合作之獎勵與配套措施」，填答教師認為現行產學合作計畫略有不足，學校應建立更完善的產學合作制度，除透過獎勵制度，如產學合作計畫結合評鑑與升等辦法、績效評比的修正等，鼓勵教授參與產學合作，另一方面亦需定期舉辦產學座談會、互訪交流以及成立產學合作中心，積極媒合教授與產業界的合作，此外，校方亦可藉由諮詢服務，以增加營收，達成雙贏目的。最後，本研究亦根據研究結果提出建議，以作為大學規劃及執行此項計畫之參考。

This study explored the implementation process of an “Aim for Top University Project” subsidy recipient university in Taiwan from the perspective of the faculty. Data were collected from electronic open-ended survey questions through random sampling in the targeted university. Qualitative data collected from open-ended survey questions were then coded using the constant and comparative method. Findings revealed two major themes that reflected the faculty perspective on the implementation of “Aim for Top University Project” in the targeted university. These two themes are internationalization and collaboration with industry. In terms of internationalization, faculty suggested a common platform for integrated and extended international journal database resources among the receipt universities of “Aim for Top University Project.” In addition, participating faculty called for the establishment of international campuses, increase in international visibility for academia in Taiwan, greater promotion of international and academic exchange of research fellows. For collaboration with industry, the faculty mentioned insufficient credits and rewards for the efforts to encourage the faculty to collaborate with industry. The university should further establish more sophisticated mechanisms promotion and evaluation to encourage the faculty to collaborate with industry. Also, regular seminars and exchange with the industry sector, consulting service, and the establishment of a university-industry collaboration center are highly recommended by the faculty. Discussion and recommendations for the implementation of “Aim for Top University Project” are also provided in this article.
