中文摘要 | 從《大學法》中評鑑法規的設計理念可以瞭解目前臺灣的大學評鑑政策仍是採取強迫性的評鑑方式,並得作為政府經費補助及學校調整發展規模之參考。就學理而言,評鑑救濟制度若能備而不用,可顯示評鑑規劃與實施具有公正客觀性,受評單位無須藉由救濟制度提出救濟。本研究檢視評鑑中心所辦理的第二週期大學校院系所評鑑之評鑑救濟制度設計與執行成效,從量化數據上來看,其辦理之系所評鑑品質已經有顯著的進步,但在申復數量及申復有理的原因探析中,評鑑制度與評鑑辦理品質或有進步之空間。由此,本研究分別針對評鑑機構、教育部及大學校院系所提出建議做法。在評鑑機構部分分成持續精緻化評鑑品質與提升評鑑委員專業兩類,各提出明確化「評鑑委員提出書面待釐清問題」之程序與時程、導入案例討論強化評鑑委員行前會議功能、強化實地訪評工作日誌功能及納入學校實施計畫說明會說明事項四項建議作法,以及強化評鑑委員價值判斷之依據、落實資料正確性的掌握兩項建議作法;在教育部方面則提出評鑑結果可考慮與行政獎懲脫勾、優化評鑑結果公告作法及放寬強制性評鑑週期的絕對性三項作法;在受評單位方面提出建立品質檢核機制,確認資料的正確性與一致性的建議。 |
英文摘要 | The university program evaluation in Taiwan is compulsory and connected with the administrative punishment and subsidies. Because of this kind of regulation, universities in Taiwan are care much about the evaluation results and effectiveness of the evaluation relief system. This study is trying to use qualitative and quantitative methods to find out the answers and make some suggestions. It is found that the program evaluation quality held by the Higher Education Evaluation and Accreditation Council of Taiwan, HEEACT is improving compared to the first circle, but some reasonable claims filed by programs are needed to be solved. Based on the findings, suggestions were divided into the evaluation agency, government and the evaluated program three parts. We proposed six suggestions to the evaluation agency to improve the evaluation quality by elaborating the evaluation quality and enhancing the evaluator expertise, and three suggestions to the Ministry of Education to give more rooms to the university evaluation, and one suggestion to the evaluated program to set up data quality assurance system. These suggestions were proposed in the final section. |
