中文摘要 | 近年來,民間團體提出「高等教育公共化」訴求,主張台灣應學習福利型國家經驗,採取低學費甚至免學費政策,惟未獲得決策者採納。爰此,本研究旨在透過對西方福利型國家高等教育財政與學費政策之探究,釐清台灣高等教育朝公共化發展之可行性,期能有助於紓解部分爭議。為達研究目的,本研究除就國內、外文獻進行分析外,並召開焦點團體座談會議,藉此蒐集不同政策利害關係人意見。歐洲經驗對台灣之啟示為:一、歐洲福利型國家已開始修正高等教育政策方向,逐步淡化高等教育公共財性質;二、囿於政府財力,高等教育公共化在台灣落實之可行性不高。最後提出以下建議:一、召開公聽會或座談會,針對台灣國家型態與高等教育定位等上位問題進行論辯;二、持續精進大學助學措施,避免學費阻礙教育機會公平;三、民間教育訴求宜考量國家財政能力,俾提高實踐之可能性。 |
英文摘要 | Recently, the higher education in Taiwan has seen a series of reforms. Of the reforms, the policy of adjusting university tuition fees has particularly drawn considerable attention, and some folk groups in Taiwan have been aggressively seeking for "Public Higher Education." The request, however, has not been served by the Taiwanese government, which consequentially gives rise to endless debates. In this regard, this study aims to analyze the debates over the higher educational policy of finance as well as university tuition fees in the process of the transformation of Western welfare states, and figure out its implications for Taiwan. To this end, the study first analyzes the related literature, and then arranges focus-group meetings to collect different stakeholders’ opinions on the issue in order to provide suggestions for the development of higher education in Taiwan. According to the research findings, firstly, the Western welfare states, due to certain financial concerns, have changed their higher educational policy, namely, decreasing the governmental subsidies year by year; secondly, with the limited financial capacity, the idea of "Public Higher Education" is not so feasible in Taiwan. Based on the conclusions, the study provides some practical implications and suggestions for the governmental administration. |
