Teaching Research by University Teachers in Berlin，Germany ———Experience and Inspiration of Teaching Reader Center of Universities in Research

Germany has always paid much attention to higher education research and teacher development. Teaching Research Center，a joint institution of Colleges and universities in Berlin， through teaching methodology training，researches on teacher development and studies on policies of college structure construction，has greatly enhanced the education level of Berlin as well as that of Germany at large. What is worth special notice is its Berlin College Teacher Certificate Project which demonstrates thoughts on the Scholarship of teaching and learning，the Nine- Step Model which has successfully applied Organization Development theory to the field of higher education. These provide us with a good reference and much inspiration that can help promote our country's university education and teacher professional development.
