Research on Education Support Policy for Poor Areas in Developed Countries and Its Enlightenment to Targeted Poverty Alleviation in China
Through the analysis of related policy of education poverty alleviation in developed countries，it was found that they implement specific funding allocation system，including compensatory education funding mechanismand need- based funding allocation mechanism. In terms of rural teachers，a series of preferential policies， exchange rotation system of teachers and cultivating rural teachers directly have been adopted to guarantee the quantity and quality of teachers in poor areas. For supervision，the developed countries mainly take performance management mode and action plan management mode to evaluate the development of rural education. In viewof international experience，our country should strengthen legislation to effectively protect development of education in poverty stricken areas. Specifically，these measures should be taken：firstly，carrying out specific funding allocation system and establish access and exit mechanism for schools in poverty to ensure the accuracy of usage of funding and the participants；secondly，strengthening the humanistic care for teachers to safeguard their quality of life and development in poor areas；thirdly，improving the supervision system of educational poverty alleviation projects and implement hierarchical evaluation for areas and schools in poverty areas，in order to make sure the precise effect of education poverty alleviation.
