中文摘要 | 尽管教育规划在中国已经成为推进教育改革与发展的重要工具,但目前这一领域仍然存在许多问题。教育规划研究在我国尚处于积累和探索阶段,需要进一步探讨教育规划的本质、内容和方法。传统的理性主义规划思路是导致问题产生的重要原因。当前教育规划的指导思想应该从理性主义走向有限理性,应当把有限理性作为教育规划重要的认识论基础。有限理性视野中的教育规划应当注意:正视教育系统的复杂性,按照“满意”原则设定教育目标,既重视教育规划制定过程中的有限理性,又重视教育规划执行过程中的有限理性,发动公众真正参与教育规划。 |
英文摘要 | Although educational planning has become an important tool in promoting educational reform and development in China, nowadays there are still a lot of problems in this area. The study of educational planning in China is in the period of accumulation and exploration, and thus its nature, content and method need to be further investigated. Traditional rationalist planning is an important cause of these problems. The guiding principle of educational planning should transfer from rationalism to bounded rationality, which should be regarded as the epistemological foundation of educational planning. Educational planning in the perspective of bounded rationality should consider the following principles, envisaging the complexity of educational system, setting educational aims according to principle of “satisfaction ”, paying attention to both the formulation and implementation of educational planning, and encouraging the public to participate in educational planning. |
