Business-Government Cooperation in VET ： A Russian Experiment with Dual Education

Upgrading vocational education and training (VET) has become an increasingly urgent task for societies facing the challenges of rapid technological change and globalization. The scholarly literature makes it clear that there is no one ideal model for organizing the relationship between education，training， and employment， but that coordination problems are endemic. Societies undergoing a transition from a planned to a market economy seek to adapt inherited systems of VET to the imperatives of market competition，technological upgrading，and uncertainty in the labor market. This paper discusses one effort in Russia to adopt German-style “dual education” programs at the regional level through a federally-organized pilot program. The paper examines the conditions under which such pilot programs are likely to create new cooperative institutions through the partnership of firms，schools，and regional and federal state authorities. It concludes that successful adoption of dual education programs rests on high state capacity at the regional level.
