中文摘要 | 教育信息化是提升教育质量、实现教育均衡发展、促进教育公平的有效途径。该研究利用教育部滇西挂职干部直接分管或协管当地教育工作的优势,采取网上问卷和实地调研相结合的方式,对滇西片区基础教育信息化现状以及教师个人信息素养进行了深入调查。通过分析调查结果,发现滇西片区教育信息化存在五个方面的问题:信息化硬件环境较差;网上资源及获取渠道缺乏;信息技术专业人才短缺;教师信息化素养不高;城乡信息化水平不均衡。为此,该文提出了相应策略与实施路径,建议按照教育信息化协同创新机制,充分发挥政府的主导作用、高校/研究机构的智力优势、企业的市场作用、中小学校的主体作用、教师个人的主观能动作用,各方密切合作,形成服务教育信息化的协同创新体系,有效实现资源整合与优势互补,提升滇西片区教育信息化水平和教师专业发展水平,从而提高教育质量。 |
英文摘要 | Education informationization is an effective approach for improving education quality, realizing the balanced development of education, and promoting fairness in education. In this paper, deep researches are made on basic education informationization and information literacy of the teachers through online questionnaire and field investigation, as well as by utilizing the advantage of post-retained cadres of Ministry of Education in western Yunnan, where the researchers directly or cooperatively manage the local educational business. The result of the researches exposes the following five problems in the education informationization in the mountain area of western Yunnan: poor informationization hardware environment, lack of internet resources and their obtaining channels, shortage of professional talents of information technology, low teacher informatization literacy and un-balanced urban and rural informatization level. To solve these problems, the authors put forward corresponding strategies and implement approaches, which include, on the basis of the education informationization collaborative innovation system, making full use of the government leading role, the intelligence superiority of universities/research institutes, the market role of enterprises, the main role of the primary and secondary schools and the subjective initiative function of teachers, and promoting all parties to cooperate closely to form a collaborative innovation system for education informationization, so as to realize the resource integration and complementary advantages, which would hopefully promote the education informationization level as well as the teacher professional development level in the mountain area of the western Yunnan, and consequently, improve the quality of education in these areas. |
