This essay traces the history of Competency-based Teacher Educational (CBTE) thought in contemporary western world and explores its theoretical foundations. It also describes the main contents of CBTE，revealing that it is both behaviorism-oriented and holism-oriented today. Then， it explores the international influences of CBTE on policies and practice of teacher education worldwide， and finally presents a critical reflection on some key problems inherent in this mode of teacher educational thought.
