The Reconfiguration of Public Service System of ICT in Education under the Modernization of Educational Governance Context
In recent years， many countries explored public service system of ICT in education and a variety of service patterns were thus formed. Under the background of the flourish of Internet + and big data， our country is actively promoting educational management to educational governance， thus， analyzing the new development of ICT in education service pattern has positive effects and significance. This paper analyzes the the appropriate educational public service patterns from perspective of the service concept and combines the theory and practice experience of different countries in the world. This paper analyzes the problem regarding the field of research and practices in existing public service of ICT in education in our country. By literature review， it is suggested that the research perspectives of current public service of ICT in education are limited and the positioning is not clear; the top-level design is not enough in the service system of ICT in education development policy and regulations design is insufficient; although the development of ICT in education service system has improved to some extent， the outcomes are not live up to the expect of stakeholders and still has a big distance to developed countries. And at last， this paper point out that the assessment system of public service of ICT in education in our country is imperfect and the influence is week. This paper calls for building the public service system of ICT in education under the modernization of governance context， and we should pay attention to ICT in education development tasks which are oriented education public services firstly and we should rationalize the positioning of multi-subject participation under public-private partnership pattern; secondly， we should improve the innovation of management and operation mechanism and build a concrete institution for public service of ICT in education. At last， this paper puts forward some suggestions considering the future development of ICT in education.
