信息化教育中的IT治理：基于治理体系与治理能力的视角

The IT Governing in E-education: The Governance System and Governance Capacities

该文对教育信息化进程中从IT管理到IT治理的思想蜕变进行了考察，揭示了二者之间的联系与区别，并以此为基础从治理体系与治理能力的视角出发对信息化教育中的IT治理体系与治理能力进行了架构。在治理体系方面，提出信息化教育中IT治理的开展基于组织结构、实施流程、关系机制的整合集成，是战略、价值、风险、资源、绩效的多方统一；在治理能力方面，提出面向信息化教育的IT治理能力结构中战略性决策能力是核心，系统性整合能力是保障，信息化变革能力是动力。

In this article， the authors explore the evolution of IT governing from IT management to IT governance and develop a primary framework to understand the IT governance system and governance capacities in E-education. They argue that， the system of IT governing in E-education covers organizational structure， implementation process， and relationship mechanism， and pursuits the combination of strategies， values， risks， resources， and performance of IT in education. They propose that the capacities of IT governing in E-education include the strategical decision-making capacity in the core， the systematic integrating capacity as support， and the change capacity as the promotor.
