美国的绩效拨款模型已经从当初的1.0版本发展到如今的2.0版本。本文介绍了绩效拨款政策 的变迁过程，分析了1.0版本的缺陷、2.0版本的特点及在美国的应用情况。指出国际竞争的加剧、对高素质劳 动力的需求、财政紧缩，对受托责任的监督等是催生2.0版本快速普及的外在因素。除此之外，相比1.0版本，2.0版本的成功关键在于政策设计上更加科学和务实。
