Analysis on the Strategic Planning and Strategic Implementation of World Class Universities: A Case of the University of Illinois at Urbana-Champaign

伊利诺伊大学香槟分校采用系统的战略规划和战略实施流程和方法，形成了“规划一实施一评估”的循环战略管理模式，注重对战略规划的实施进行过程监督，采用关键绩效指标和“仪表盘”等先进技术手段监控战略实施的进展情况，通过变革预算模式保证战略实施的资源配置。

This paper introduced and analyzed the strategic planning and strategic implementation of the University of Illinois， Urbana-Champaign (UIUC ). The systematic process and methods were canied out， and including the ＂planning-Implementation-Evaluation＂ cycle， key performance indicators， dashboard monitoring. And the effectiveness and efficiency of strategic planning were based on annual financial budget. Finally， some suggestions were provided for the effective strategic planning and implementation in Chinese universities.
