英文摘要 | Education decentralization is the inevitable trend for deepening education management system reform and establishing modern school system . It is also an objective guarantee to improve the quality of public education services and management. It is very important to think about who should be given the powers and to what extent the powers should be decentralized before the government decentralizes its power, the school runs with autonomy in line with legislation requirements and the public participate in order. Today?s education decentralization reform does not simply mean the government decentralization of its power or the expansion of school autonomy; it is more about the government?s change of education governance approaches, the public?s orderly participation, school autonomy based on performance and the establishment and improvement of the system and mechanism of the supervision and accountability. |
