教育放权改革是深化教育管理体制改革、建立现代学校制度的必然趋势，也是提升公共教育服务质量与管理水平的客观保障。放权给谁，如何放权，放多大权合适是政府简政放权、学校依法自主办学和社会有序参与的前提性思考。今天的教育放权改革，不仅是政府简政放权或者单纯地扩大学校办学自主权，更意味着政府转变教育治理模式、社会有序参与、学校以绩效换自主以及督导问责制度和机制的建立和完善。

Education decentralization is the inevitable trend for deepening education management system reform and establishing modern school system . It is also an objective guarantee to improve the quality of public education services and management. It is very important to think about who should be given the powers and to what extent the powers should be decentralized before the government decentralizes its power， the school runs with autonomy in line with legislation requirements and the public participate in order. Today?s education decentralization reform does not simply mean the government decentralization of its power or the expansion of school autonomy； it is more about the government?s change of education governance approaches， the public?s orderly participation， school autonomy based on performance and the establishment and improvement of the system and mechanism of the supervision and accountability.
