The Effectiveness of University's Internal Norms: The Perspective of Rule of Law

从法治意蕴而言，大学治理的现代化建基于大学内部规范。大学内部规范的实效性是其被遵守和执行的实际过程与状态，依赖于规范性文本，是应然效力的实践外化，具有实然性。它呈现出规则文本、被遵从与执行、对社会产生影响三种样态。建构对其实效进行评估的体系，需要坚持明确、综合与可行的原则，将制定目标实现、规则遵守与执行、学校与社会效益、师生主观心理感受作为主要内容。

From the perspective of Rule of Law， the modernization of university governance is based on the internal norms of university. The effectiveness of university's internal norms refers to the actual process and state where the norms are complied with and enforced， depending on the normative text. An evaluation system for the effectiveness of university's internal norms can be established by adhering to a clear， comprehensive and feasible principle. The achievement of goals， the compliance and enforcement of norms， the benefits of university and society， and the subjective feelings of teachers and students compose the main content of the system.
