Reflections on the Leadership Responsibilities of University's Party Committee and Their Realization

高校党委是高校各项工作的领导核心，党委集体的有效领导关乎高校的改革与发展前景。从我国高校党委领导的实践来看，高校党委领导权责应有所拓展，涵盖领导高校的文化与制度建设，并在部分重要事务上由领导权、决策权延伸至管理权。高校党委或党委常委会成员的遴选要真正实现民主选举产生，且应考虑基层学术人员代表的比例和代表性。要健全和完善对高校党委集体的追责问责机制，以促进党委集体的自觉履责和有效履责。

University's Party Committee is the core of leadership for all work of universities. Its leading effectiveness determines the prospect of university's reform and development. According to the leadership practice of Party Committees at Chinese universities， it is necessary to expand the leadership responsibilities of university's Party Committee to the field of cultural and institutional development， and to transform its decision-making power over some important issues to managerial power. As for the selection of core members of university's Party Committee or its Standing Committee， the democratic election and the increase in the proportion of academic staff at grass-roots level should be considered. Meanwhile， in order to enhance the effectiveness of Party Committee's collective leadership， it is imperative to improve the accountability system for university leaders.
