教育治理视域下的政府与大学新型关系构建

Establishing a New Government-University Relationship in the Perspective of Educational Governance

运用新的教育治理形式，提高政府高等教育治理能力，有利于构建以“公共治理”而非“行政管理”为主要特征的政府与大学新型关系。从外部治理的角度，可以大力推进以下四种治理形式：完善相关法律法规，完善高等教育拨款制度，构建政府作为投资主体的参与者身份与权利，培育第三方教育机构，从而使政府的角色转变为法治政府、有限政府与有效政府。

new government -university relationship featured with ＂ public governance ＂ rather than ＂administrative management＂ can be established through new forms of educational governance and enhanced governance capacity. From the perspective of external governance， we should vigorously promote the following four forms of governance: improving the relevant laws and regulations， perfecting the system of higher education finance， constructing the government as the main investor participant identity and rights， and fostering third -party education institutions. Correspondingly， the role of government includes government under the rule of law， limited government and effective government.
