英文摘要 | Based on a text analysis of the"Key Points of Work for Ministry of Education"from 1987 to 2013, the study categorizes the administrative activities of Ministry of Education into three phases according to the type and content of value embedded in the points of work and summarizes five value-related characteristics of the administrative activities of the ministry, such as "management is the dominant value of China's educational administration, with political and legal value becoming increasingly important." Based on the aforementioned analysis, combined with relevant historical background, the work of Ministry of Education follows four inherent laws: Firstly, its administrative activities must comply with the will of the ruling party; Secondly, its administrative activities continue to reflect the interests of vulnerable groups; Thirdly, its administrative activities safeguard the departmental interests; Fourthly, its administrative reform process is relatively slow. |
