世界银行教育援助新趋势解读 ——基于2012-2013 年度教育政策的分析

为了实现联合国教育“千年发展目标”，世界银行设立了各种援助项目，提出了一些倡议，并通过对发展中国家项目援助的方式，形成了许多有影响的研究报告。2012-2013年度，世界银行在各类援助项目的设立、实施和推进过程中，体现出以下几方面的政策走向：继续推进多元融资战略，加大对教育的投入；加强对教育资金分配及使用的监管；加快全民教育进程，倡导全民学习战略；推动国际教育质量全面监测。

The World Bank has done lots effort s to improve the access and development of developing countries’ education system since 1963. To achieve the UN Millennium Development Goals (MDGs)， World Bank started sorts of aid programs align with relative policy initiatives and produced many reports from 2012 to 2013. By analyzing the establishment and implementation of those aid program and strategies， this paper revealed the new trends of World Bank policies in education as follows: 1) promoting more investment in education with diversified resources; 2) enhancing management of effective use of fund; 3) implementing its Learning for All strategy with focus on quality to achieve EFA before 2015; 4) facilitating “result-based” monitoring system for education quality.
