The Approach to Improving Basic Education Quality in South Africa and Its Enlightenment
为了提升基础教育质量，南非于2010年颁布了《2014行动计划：面向2025学校教 育》，确立基础教育至2025年前需达成的远景目标。为了实现这一远景目标，南非政府反思整 合了 21世纪以来改善基袖教育品质的各种努力，制定并实施了以“提升教一学质量”、“跟踪评 估学生发展”、“改善儿童早期教育”、“构建‘结果本位’规划问责系统”为四大支柱的措施框架。 南非基础教育质量提升的路径在“结果本位”教育管理哲学、“系统一结构一外部”治理原则具 有启发价值。
South Africa， just like China， is a developing country with relatively developed economy in its transition. Since the end of apartheid in 1994，South Africa has been committed to the development of education. In order to improve education quality， in 2010 the South Africa government issued “Action Plan to 2014： Towards the Realization of Schooling 2025” which contains the long term goals of basic education. After reflecting and integrating the efforts it has been made to improve basic education quality since the new century， South Africa government established and implemented a measure-framework which is pillared by four parts as following: Improving quality of teaching and learning; Undertaking regular assessment to track progresses; Improving early childhood development and building “outcome-based” planning & accountability system. South Africa’s measures of improving basic education quality can inspire us especially its “outcome-based” educational management philosophy and “system-structure-extem” governing principles.
