《巴黎宣言》框架下的援助有效性研究——以埃塞俄比亚教育援助为例

Aid Effectiveness under the Framework of Paris Declaration ： Taking Education Aid to Ethiopia as an Example

官方发展援助是促进不发达国家和地区经济与社会发展的重要力量，南北差距的 持续存在以及经济危机的影响，使提升援助有效性成为国际援助领域的重要议题。《巴黎宣言》 为教育援助有效性确立了分析框架，援助机构和研究者也依此对受援助国家、援助项目进行了 调查和研究。本文以埃塞俄比亚为例，对非洲教育援助有效性进行了分析。

Official development assistance plays a vital role in promoting the economic and social development in underdeveloped countries. In the last two decades， because of the continuous North-South gap and pressure from financial crisis， there has never been a greater need to make the aid to be used more effectively than ever. Paris Declaration established the framework for aid effectiveness， which provided direction for education aid activities. Multilateral agencies and researchers reviewed aid effectiveness in recipient countries and that of aid programs. Taking Ethiopia as an example， this paper investigates the aid effectiveness in education sector in Africa. Building upon this， several suggestions on China's education aid to Africa are proposed.
