Modern Teacher Quality: Study on Professional Standards for Basic Education Teachers in Russia

2013 年10 月俄罗斯联邦劳动与社会保障部颁布了首个基础教育工作者职业标 准。标准从实现教育活动的教学、培育、发展三个职能范畴和实现普通教育大纲的职能领域两 方面对教师职业资格提出了规范。同时，标准还提出了教师践行现代教育教学理念、强化教学 培育发展技能、促进学生个性和谐发展的职业活动职能。

In October 2013， the Ministry of Labor and Social Security of Russian Federation issued the first Professional Standards for Basic Education Teachers. The Professional Standards regulate teachers’professional qualification from the realization of the three categories———eaching， fostering and developing work of educational process and the realization of the activity areas of General Education Outline. At the same time， the Professional Standards require basic education teachers to practice modern teaching philosophy， strengthen the skills of teaching， fostering and developing， and promote the harmonious development of students’personality.
