Analysis on Finnish Educational Quality Monitoring System

芬兰教育质量监测体系的发展以20世纪90年代为分水岭。在此之前，芬兰实行中 央集权的教育管理体制，并在全国范围内建立了教育督导系统。20世纪90年代，芬兰开展公共 管理体制改革，建立了以地方自治为基础的分权式教育管理体制，废除教育督导制度，并形成 了具有独立性、专业性、合作性和服务性的以教育评价网络为核心的新型教育质量监测体系。

The 1990s was regarded as a watershed in the development of Finnish educational quality monitoring system. Before then， Finland implemented centralized education management system， and a nationwide educational inspection system was established. Since 1990s， Finland carried out series of reform in public management system， and established a decentralized education management system based on the autonomy of municipalities. Thereupon， the educational inspection system was abolished， and a new independent， professional， cooperative， and service-driven educational quality monitoring system based on the education evaluation network was developed.
