芬兰作为世界媒介素养教育的开创国，在半个多世纪的探索中形成了自己的媒介 素养教育模式。芬兰媒介教育模式是:将媒介素养主题正式纳入到国家核心课程体系中，利用 学前教育和小学课间活动开展系统而有效的儿童与媒介计划，同时倡导学校、政府、媒介业、家 庭共同营造儿童媒介素养教育的学习情境。其核心思想是:以跨媒体、跨学科的形式渗透在核 心知识的学习过程中；以发展儿童认知、情感、技能和思维为目的来整合资源；公共机构和私人 领域之间充分信任，积极配合。
