Media Literacy Education Policies in Finland and Its Implementation within Double Frameworks

芬兰媒介素养教育的发展是在欧盟以及芬兰政府媒介素养教育政策双重框架下进行的，具有其独特性，呈现出政府、媒介企业和社会组织等各方相互联系的局面。芬兰将媒介素养教育纳入到政府政策之中，成为国家发展战略的重要组成部分，其媒介素养教育的发展在欧洲各国中处于领先地位。在欧盟相关媒介素养政策框架下，芬兰政府制定了一系列国家层面的媒介素养教育政策。这些政策呈现出关注幼儿媒介素养的培养、强调青少年媒介素养教育、重视国家认同教育、为媒介企业和各类“第二部门”参与媒介素养教育提供广阔的空间等特点。

Media literacy education in Finland is well ahead of other European countries. Media literacy education policies in Finland are developed within the framework of European Union (EU) and the national policy framework of Finland. Finland is the model of implementing EU media literacy policies. With the efforts of making a series of national media literacy policies， Finland integrates media literacy into national education， communication， culture and social policies. These media literacy polices emphasize on young children’s media literacy education， media literacy of the youth， and the national identity. There are a lot of opportunities for the involvement of the media industry and the non-governmental organizations in the field of media literacy education in Finland ensured by the government policies.
