中文摘要 | 改革开放三十多年来,我国教育事业发展取得了令人瞩目的成绩,在推进教育公平方面也获得了突破性的进展:各级教育的入学机会大幅度提高;财政性教育投入向义务教育大幅倾斜,推动了教育基本公共服务水平的提升。在我国仍处于社会主义初级阶段和实行市场经济体制的基本国情下,缩小不同人群享受公共服务资源的差距,仍是当前推进教育公平的关键因素。然而我国各级教育在公共教育资源拨款、办学条件等方面差距依然较大,这是实现教育公平过程当中存在的主要问题。在国内财政收入增长趋缓、政府和市场在教育经费投入中未能实现“双轨驱动”,居民教育文化消费未能得到有效释放的新形势下,如何通过体制机制改革、强化教育投入,为均衡配置公共教育资源,推进教育公平提供充实的物质基础,是“十三五”期间教育体制改革努力的方向。 |
英文摘要 | Since the reform and opening, Education development in our country has obtained great achievement, also obtained a breakthrough in terms of promoting education fair: education at all levels significantly enhance entrance opportunities, financial investment about education has inclined to compulsory education sharply, promoted basic public service level about education. In the basic national conditions which is still in the primary stage of socialism and market economy system. Close the gap between different people enjoy the public service resources, is still a key factor of promoting education fair in the current period. However, such aspects as public education resources allocation, managerial condition in all levels of education of our country still have large gap, this is the main problems of the process of realizing fair education. Under the new situation, financial income growth slowing in domestic, the government and the market of financial investment in education has failed to live up to the "dual-track driven", education and cultural consumption failed to effectively release, How to strengthen the education investment through the system mechanism reform, providing substantial material foundation to the balanced allocation of public education resources and promote education fair, which is diligent direction of the reform of education system during the period of "much starker choices-and graver consequences-in". |
