中文摘要 | 在教育制度创新方面,中国地方政府从未停止探索的步伐,但对这些创新的主体、动因、领域、外部参与和绩效,则缺乏足够的研究。本文以“中国地方教育制度创新奖”为基础,运用文本研究的方法,对近三届159个创新案例进行了整理分析。研究发现:我国地方教育制度创新还存在“应景”式的一窝蜂现象,创新具有被动和倒逼的特征;教育制度创新的地域分布和内容分布不够均衡;社会公众、政府自身和非营利性组织在促进制度创新中作用不大;创新的外部参与和教育资源投入不足。对此,应从现行教育制度的解释权、政府对公众需要的回应性、教育改革的“硬骨头”和制度创新的绩效分析等方面加以解决。 |
英文摘要 | Chinese local government has never stopped the exploration on the education system innovation, while the researches regarding the innovation subject, motivation, content, external engagement and performance are not sufficiently involved. On the basis of "Awards for China's Local Education System Innovation", this paper applies the method of text analysis in the 159 cases occurred in the past three terms. The results reveal that the rush phenomenon still exists in the local educational system innovation, with the features of passive and forced innovation; the uneven geographical and content distribution of education system innovation; the little influence of public, government and nonprofit organizations on institutional innovation promotion; the shortage of external involvement and educational resources. In this regard, we should take main steps to solve these problems, including the interpretation right of the existing education system, government response to the public needs, the tough problems in the education reform and performance analysis in the institutional innovation. |
