Cultural Spirit: The Soul of University Internal Governance

Cultural spirit is the life and soul of university development. This is because university governance is inseparable from the university culture. The spirit level of university cultural is the direction of the university governance and its foundation. The system level of the university culture is regulated and protected by university governance. The material and environment of university culture is the foundation of and carrier of university governance. The behavior of university culture is the way and embodiment of university governance. Thus， the problem of university governance is the cultural problem of university in essence. Sheltered spirit of university culture， tilted system and devoid of consciousness are raised by social culture， which leads in problems of university governance. Accordingly， in order to practice university governance correctly， it should be grounded on three levels of rules. Firstly， university governance expects universities to be developed ＂for the people＂ and for the ＂cultural spirit＂; Secondly， universities are designed to be ＂for people＂， and university faculties and students are supposed to be the external existence of these ＂cultural spirit＂; Thirdly， university governance should adhere to the principle of cultural justice and self-discipline， and be assisted by the justice system and consc10usness.
