当代中国出国留学政策变迁的动因分析

Dynamics Analysis on the Changes of Studying Abroad Policy in Contemporary China

Since the reform and opening-up，the policy of studying abroad is an important component of China＇s public policy． However，in the early 1990s studying abroad policy had a major and important turning change，therefore this paper focuses on it and provides dynamic analysis on the reason of this policy changes． It is found that this change was due to the generation of new emerging phenomenon． Hence，a new policy developed while the old policy was being re-defined and explained，due to the challenge of the old policy goal．
