Decentralization of Education in Uganda：Policies，Effects and Implication

教育分权是最近几十年世界教育改革最为重要的内容之一。因为它在世界各国的实践成效不一，特别是在发展中国家的实践成效不理想，因而备受争议。乌干达的教育分权改革为研究这一问题提供了一个很好的个案。从实践来看，乌干达的教育分权既取得了一定的成绩，但又面临诸多挑战和风险。尽管如此，教育分权仍是乌干达改进教育服务交付的希望所在。

Decentralization of Education is one of the most important parts of worldwide education reform in the past decades. But the debates always accompany with it because its effect is different in different countries. Decentralization of education in Uganda provides a good case for study. Whilst achieving some targets， it faced some challenges and risks in the area of politics，finance and administration. In spite of these，decentralization of education is still the prospect for the improvement of education delivery in Uganda and other countries.
