參非洲教育研究 国家主事与本土采购:撒哈拉以南非洲学校供餐项目发展趋势研究---以博茨瓦纳和加纳为例

National Ownership and Local Procurement: A Study on the Development Trends of School Feeding Programmes in Sub-Saharan Africa-----Cases from Botswana and Ghana

撒哈拉以南非洲学杈供餐经历了半个多世纪的曲折发展，目前呈现出两大发展趋势——国家主事与本土采购。不过，迗类项目的发展仍然存在整体政治经介环境较差、政府实施能力不足、本土采购比例偏低的问题，但在项目买施、社区参与和本土采购方面仍对我国正在开展的学校供餐项目具有一定的启发意义，我国政府也可在中非教育合作中纳入学校供餐项目。

The history of school feeding in Sub-Saharan Africa has experienced tortuous development for more than half a century There are two development trends m School Feeding Programmes now national ownership and local procurement But These programs face such problems as the overall poorly political and economic environment，inadequate government capacity，and low local procurement ratio However，ChinaS Nutrition Programme can get some inspirations from Sub-Saharan African experience on programme implementation， community participation and local procurement Meanwhile，the Chinese government can add School Feeding Programme into the China-Africa educational cooperation
