江苏中小学教师发展信息化服务体系建设的实践与思考

Practice and Reflection on the Construction of Information Service System for Primary and Secondary School Teachers in Jiangsu Province

“十一五”以来，江苏省以教师培训工作为突破，统筹教师队伍与信息化建设，在门户网站、学习资源、管理平台、质量监控等方面开展改革与研究，在全国率先建成中小学教师省级数据中心，为国家“两级中心、五级应用”工作提供了丰富的实践经验。实现了系统互联与数据互通，做到了纵向贯通、横向关联。江苏的实践是以人为本的、以促进教师发展为根本目的的应用关联，是富有中国特色的实践创新。该文以江苏多年中小学教师发展的实践为背景，研究信息化服务体系的架构、建设、应用，分析存在的问题，探索推进中小学教师的信息化服务体系建设的思路与策略，为加强教师队伍建设和加快教育信息化进程服务。

Since the implementation of the “11th Five-Year Plan”， Jiangsu Province has taken teacher training as a breakthrough， and have had overall planning for teachers and for the informationization. Reforms and research have been conducted on the portal websites， learning resources， the management platform， and quality monitoring. It took the lead in building data centers of primary and secondary school teachers at the provincial level， which provides a rich practical experience to the national project of “two levels of center， five levels of application”. The implementation of system interconnection and data exchange ensures the vertical application and horizontal communication. The practice of Jiangsu is a people-oriented innovation， full of Chinese characteristics， with the fundamental purpose of promoting teachers' development. Based on years of practice of primary and secondary school teachers' development in Jiangsu province， this paper discusses the building， the construction and the application of the information service system， analyses the existing problems， and explores ideas and strategies of promoting the construction of information service system of primary and secondary school teachers， so as to strengthen the teachers team construction and speed up the service of informationalization of education.
