应用型本科专业认证制度的实施祺式研究——基于国内工程造价双证书认证的试点工作分析

The Implementation Model of Professional Accreditation in Application-oriented Undergraduate Education：Based on the Pilot Accreditation of Cost Engineering

在国内应用型本科工程造价专业认证制度的实施推广中，由于行业协会与高校之间的认证关系不成熟，采用了双证书认证模式以适应国内高等教育人才培养质量的要求。针对国内双证书认证模式实施过程中存在的诸多问题，文章首先分析了发达国家及地区在利益相关者共同治理理念指导下的工料测量高等教育认证关系和伙伴关系的实施方式，然后将国内工程造价高等教育中开展的双证书认证的做法与发达国家和地区的工料测量高等教育专业认证制度实施的关键要素进行对比研究，总结出国内双证书认证试点工作中需要改善的环节，据此提出了我国内地开展专业认证制度的建议，为应用型本科专业认证的开展提供借鉴。

Given the immature certification relationship between industry associations and universities， a double certificate mode is implemented in the professional accreditation for application -oriented undergraduate education in mainland China. This article firstly analyzes the certification relationship mode and partnership mode of quantity surveying education under the guidance of co -governance mechanism of stakeholders in developed countries and areas. Upon comparing the practice of cost engineering accreditation in mainland China with its counterparts in developed countries and areas， the article points out discrepancies and puts forward some suggestions on the development of professional accreditation in mainland China.
