澳大利亚维州公立中小学教师聘任制度研究

A Study on the Employment System of Teachers in Victorian Government Schools

在教育体制改革的过程中，澳大利亚维州传统的教师政府任命制度被学校选任制度所取代，并通过一系列政策法律的颁布建立起了较为完善的教师聘任制度，包括健全的聘任程序、类型多样的聘任合同、明确的解聘条件和程序等。我国教师聘任制的改革可从其下列特点获得启示：以政府机制作为聘任制度的根本运行机制，保证教师职业的公务性；实施集体劳动合同制，保护教师的合法权益；完善教师聘任与解聘程序，保障教师队伍的优质与稳定。

The traditional system of teachers being appointed by the government in Victoria has been replaced by that of teachers being selected by schools in the course of the educational system reform. A comparatively complete teacher employment system, which includes the sound employment procedure, varied employment contracts and clear-cut conditions and procedure of employment termination, has then been established via the promulgation of a series of laws and policies. The reform of teacher employment system in China can get such enlightenment from the characteristics of the Victorian system : applying the government mechanism as the fundamental operational mechanism to ensure the publicness of the teacher career, adopting the collective labor contract to protect teachers’ legitimate rights and interest, and consummating the procedure of both employment and termination of employment to guarantee the high quality and stability of teachers.
