论义务教育学校布局调整——保障受教育者“就近入学”的视角

On Layout Adjustment of Schools for Compulsory Education——From the Perspective of Guaranteeing "Enrollment at Nearest Schools"

作为一项法律授权，政府调整义务教育学校布局必须满足义务教育的特殊需要。方便受教育者“就近入学”，既是对受教育者的权利保障，也是对政府调整义务教育学校布局行为的义务要求。政府应主动调整其行为，以夯实就近入学的物质基础，提高就近入学的方便程度，提升就近入学的综合品质和完善就近入学的制度配套。
