俄罗斯农村学前教育质量保障的经验

The Experience on Preschool Education Quality in Rural Area in Russia

俄罗斯农村学前教育质量体现在达到规定的办园物质要求、办园规模与活动组织能因地制宜。俄罗斯农村学前教育质量得以保障主要因为俄罗斯学前教育受法律保护、政府的服务管理到位、俄罗斯农村也有重视学前教育的传统、政府对待农村与城市学前教育的政策相对公平。俄罗斯学前教育也不能回避城乡间存在的差异，农村学前教育的文化特征明显，在数量上呈整体缩减趋势。

The quality on preschool education in rural area in Russia exhibits in the requirements on physical conditions，the scale and the contents of the curriculum according to particular situation of the kindergarten. There are many factors affecting the preschool education such as the policy and law on preschool education，management and service for the kindergarten，the tradition in preschool education，the relative equal policy for preschool education in rural and urban areas. But the differences in preschool education between city and rural area do exist，the cultural character in preschool education is obvious in rural areas. At present，the quantity of kindergarten in rural areas is reducing.
