英文摘要 | Bilingual Education Act values mother tongues and cultures that language minority students bring to schools, pursues educational justice but neglects its efficiency, thus failing to solve problems of their language learning. English Acquisition Act, turning to outcomes or successful equality, is neither fair nor just to language minority students. Its imbalance between equity and efficiency is due to sacrificing interests of their mother tongues and cultures, thus failing to reach final goals which policies set beforehand. |
